Introduction After the Second World War, many countries have found the increasing need for progressive technology as a major means of achieving a competitive edge in the marketplace and also for effective welfare. It was not only under-developed countries that focused on this emerging phenomena, but many advanced nations which had been devastated during the War, tried to achieve the highest levels of the sophisticated technology. Hence, during the last three decades, technological innovation as well as technology transfer has been recognised as a major contributor to economic development. Technology transfer at many levels now provides the main component of strategic decision making in the competitive world. At present, transfer and utilising appropriate information technology, as emerging technology, is a fundamental requirement for the progress of developing countries. But, despite significant investments in IT in developing countries, the return from these investments has always fallen short of their potential (Kahen & Sayers 1994).
